Barbara Cosens is a professor of Law at the College of Law, University of Idaho. She is the author of The Future of Indian and Federal Reserved Water Rights: The Winters Centennial and Practical Panarchy for Adaptive Water Governanance: Linking Law to Social-Ecological Resilience.
Rick Hogeboom is the executive director of the Water Footprint Network. He is also a Ph.D. candidate at the University of Twente, Netherlands.
